Jail implements technology aimed at improving inmate health monitoring

New technology includes wearable biometric system, artificial intelligence-based camera tool

The Rockwall County Detention Center has implemented new technology aimed at improving inmate health monitoring, including a wearable biometric system and an artificial intelligence-based camera tool, officials said.

The county began using OverWatch, a biometric monitoring system developed by 4Sight Labs, on July 3, 2024, as part of an effort to enhance inmate wellness and identify potential medical issues earlier.

The system uses wireless wearable sensors to continuously track detainees’ vital signs, including heart rate, blood oxygen levels, skin temperature and movement. Officials say the real-time monitoring allows staff to respond more quickly to potential medical concerns.

Since its rollout, the system has monitored 192 individuals and logged 48,926 hours of observation, according to data provided by the county. During that time, OverWatch™ generated 705 alerts, or roughly one alert for every 69 hours of monitoring. Alerts are triggered when physiological thresholds are exceeded, a design intended to reduce unnecessary notifications and limit staff fatigue.

Participation in the monitoring program is voluntary for detainees.

In addition to the wearable system, 4Sight Labs is introducing OptiGuard™, an AI-powered feature designed to work with existing in-cell camera systems. The technology analyzes live video feeds to detect the presence of a detainee and identify visible signs of life, such as breathing-related movement. If no signs of life are detected, the system can notify staff to conduct a welfare check.

The Rockwall County Commissioners Court recently approved a trial period for the OptiGuard™ system at the detention center. County officials said a longer-term agreement with 4Sight Labs could be considered depending on the results of the trial.

The addition of the technologies reflects ongoing efforts by the Rockwall County Sheriff’s Office to incorporate new tools aimed at improving safety and health outcomes within the jail, officials said.
